Government Guidelines
The Indian Government is actively promoting the adoption of Electric Vehicles (EVs). However, a significant challenge for EV manufacturers is the inadequate EV charging infrastructure nationwide. Individuals or entities can set up EV charging stations in parking lots or along roads to offer charging services.
he Central Government has issued the following guidelines regarding setting up EV charging stations in India:
- Putting up an EV charging station every 3 km in the cities, 100 km on roads for heavy-duty vehicles, and 25 km on the highway is compulsory.
- Setting up an EV charging station is license-free for an individual in India.
- Individuals setting up EV charging stations should follow the guidelines of the Power Ministry of India.
The Ministry of Power has issued comprehensive guidelines and standards for EV charging infrastructure, including phase-wise installation plans for major cities and megacities. Key points from the guidelines issued by the Ministry of Power and Niti Aayog are as follows:
- EV users can charge their vehicles at offices and residences using existing electricity connections.
- State governments will set the maximum service charges that charging stations can impose.
- The tariff for electricity supplied at public EV charging stations will be a single-part tariff and will not exceed the average supply cost until 31 March 2025.
- Public EV charging stations or networks can source electricity from power generation companies through open access.
- Electricity boards must grant new EV charging station connections within seven days in metro cities, 15 days in municipal areas, and 30 days in rural areas.
- Public EV charging stations should partner with at least one online network service provider to allow online booking and remote charging slot reservations for EV owners.
- Public EV charging stations must comply with performance standards set by the Ministry of Power and the Central Electricity Authority.
- The local Electricity Distribution Company (DISCOM) must accept requests from individuals or entities to connect and establish public EV charging stations.
- EV charging stations can receive power directly from electricity generation and supply companies.
- Public EV charging stations can be established at private offices and residences, with facilitation from electricity DISCOMs.

Franchise Requirement
Area Requirement: Minimum of 300 sqft (Owned/Leased)
Investment Required: Starts at INR 10 lakhs (includes one CCS 30 kW dual gun charger). Electrical infrastructure costs may vary based on location and other factors. Loan will made available from SBI.
Electricity Load: The required load will depend on the charger configuration. The electricity connection must be arranged through local electricity distribution companies.
Additional Infrastructure: The charging station should include chargers, a canopy, security cameras, fire extinguishers, signage/branding at the entry, network connectivity equipment, etc.
